* A NEW GERMAN BODY. "COMMUNISTIC LABOUR PARTY." ! Received 11.15 a.m. LONDON, Jan. 1 One hundred delegates representing the whole of Germany attended the Spartacus congress at Berlin, and resolutiuned its antagonism to the Independent Socialists, also the formation of a new party called "The Commnistic Labour Party," or "Spartacus Bund" The dramatic appearance of Radek, who arrived secretly, caused a sensation in the congress THE NEW GOVERNMENT. NEW YORK, January 1. The United Press's Berlin correspondent says: The New German Government consists of the following:— Ebert, Chancellor and Minister of the Interior; Seheidemann, Foreign Minister; Landsberg, Finance Minister; Wessel, Minister of Social Affairs.
The Government has announced the following policies: To prepare for a National Assembly; to provide food;' socialise public institutions; seize war profits; provide universal empToyment; promote national defence; disarm unauthorised persons; bring about quick and favourable peace, and reform German diplomacy abroad.
