GERMANY NOT EXPECTING WAR IN 1914. LONDON, An extraordinary defence of Mg attitude before and' after the war wag made by Lord Haldane in a speech, at Newcastle. "It is a popular delusion,” said the! ex-War Minister and Lord Chancellor! "that this country was unprepared in 1914. I do not think that any coun-i try was prepared for a war of such magnitude and duration. Nobody knew that Germany intended war in. 1914. Germany did not know it herself. There was a- large peace party in Germany before the war, and it was our business to help that peace party. My own belief was that in the balance of probability the peace party would have its way. It was not until 1913 that the Emperor -wont over to the war side. Tf we wore not prepared for a war of this magnitude, neither was Germany.’ ’ At >a later meeting Lord Haldane said Gerprany had adopted the narrow conception that might* is right, and consequently had 23 nations at war against her, proving the democratic government is best.
