DEATH OF WELL-KNOWN MAN. WELLINGTON, this day. Obituary: LieUt.-Col. Thomas Orr Guthrie, N.Z.M.C., yesterday, ;after an illness of about three months. Deceased came to New Zealand about forty years ago, and for some time practised at Lyttelton, when he was appointed to the Medical Board. He has been living in retirement at Feilding. The burial takes place at Christchurch on Friday.

THE INDUSTRIAL CONCILIATION AND ARBITRATION ACT.

RESOLUTION BY EMPLOYERS,. WELLINGTON, this day. The Employers' Federation passed the following resolution: That a clause be inserted in the Industrial Conciliation and Arbitration Act providing that any secretary or officer of a union who takes action that leads to a strike, or members of a union without the union having authorised such action, shall be liable to a penalty, and shall be disqualified from holding office in such union for a stipulated period. That this meeting is opposed to the principle of allowing an apprentice time off during workng hours to attend technical schools at the expense of the employers, but strongly approves of the principle encouraging technical study by granting increased payment to any apprentice qualifying at prescribed evaminations. The meeting also decided to communicate with the Minister or" Defence suggesting that territorial camps be discontinued this year in consequence of the disorganisation of trade owing to the epidemic and other causes. TRAINING AND NURSING SCHOOLS. AN EXCELLENT SUGGESTION. MARTON, this day. The Manawatu County Council yesterday resolved: That this Council suggests to the Palmerston Hospital Board that a conference of delegates be held from all hospital boards throughout the Dominion with a view to establishing training and nursing schools, so that girls could be trained sufficiently in order that they would be able to render practical assistance in homes and hospitals in the event of another epidemic in New Zealand. They also suggested that a clause be inserted in the syllabus of Technical Schools making it compulsory for girls attending State schools to take a course of such training; that a copy of the resolution be sent to the Minister of Health.

TEACHERS' SALARIES.

INCREASES TOTAL £IIB,OOO. OPERATE FROM JANUARY WELLINGTON, Dec. 18. A clause in the Appropriation Act provided for increased /salaries to school teachers aggregating- £IIB,OOO a year The Minister of Education states that now regulations have been approved by Cabinet and will be gazetted this week, to operate from first of January. They provide for increases averaging £2O to each teacher, and varying from £lO to £3O, also for increasing the staffs of many of the larger schools. First year probationers, who used to receive £3O per annum, will now receive £55. The regulations contain other important improvements. I . i ■ ■ i »—...1 ■- OUR WAR BILL. OVER FIFTY-ONE MILLIONS WELLINGTON, Dec. 18. To date New Zealand war loans authorised total £86,000,000, and the total raided is £61,905,264. The estimated cost of pensions for the current financial year is £1,500,000. The total war cost to New Zealand, excluding pensions, to the 30th September, is £51,417,650.

THE CRAMPTON INCIDENT.

GREYMOUTH, this day In connection with Influenza fatalities the Cobden Ratepayers' Association passed the blowing resolution: "That in cases of distress arising from the recent epidemic where the mortgage is held by private hands the Government should give facilities to assist the mortgagors to retain their homes, and, if desired, transfer the mortgage to more favourable terms." Influenza has completely disappeared. There are ideal weather conditions.
