Reports from Berlin assert that the Allies have refused co dispatch i foodstuffs to Germany until the Soldiers' and Workmen's Councils have been disbanded* It is alleged that the Allies have reserved the right to march into Uermany if circumstances demanded it. GERMAN TEARS. AMSTERDAM, Dec 12. The "Daily Express's" Berlin correspondent interviewed Minna Caver, the acknowledged leader of German women. She declared: "We -ire all pacifists now. Twenty-one million women wifll be enfranchised in January. This is the greatest power to prevent future wars." With tears streaming down her face, she said: "Take this message to Englishwomen: We are ruined. It will take ten years to rebuild our nation—perhaps only a j little nation. We shall never be } mighty again." j
