SHIRKERS' DISFRANCHISEMENT INISTED UPON.

Mr McCoombs moved a new clause to the effect that after a military defaulter had served a sentence, no further punishment be imposed. He stated that in several cases defaulters had been punished three times. (Sir James Allen said provision was made for religious objectors, and care would be taken to protect really honest men, but amongst others there were many defiant .objectors who escaped service by a flat refusal to serve the country, and he asked should such .men who refused to serve the State enjoy the privilege of the State? He was emphatically of opinion that they should not .and he could not accept the amendment which was lost on the voices.
