THE GERMAN SOVIETS FAIL. ] TO CARRY OUT ADMINISTRATIVE WORK. STORMY MEETINGS IN BERLIN. THE HAGUE, December 3 The whole German press complains of the inability of the Soviets or Executive committee to carry out practical adminstra tivc work. Ihe various Socialist groups arc nothing but discussion clubs, involved in fierce quarrels. The Deutsche Tages Zcitung says ,if the misrule continues Bolshevism will finally triumph. Under the heading of “Berlin Witches’ Cauldron,” the Cologne Volks Zeitung describes an extremely rowdy meeting in Berlin of the Soldiers’ Council, revealing many scandals connected with the revolutionary methods of administration; it also disclosed that officers burned important documents ioj ntl/ armed from Brussels, showing the old regime’s responsibility for the war. The discussions became so heated that the Bavarian, Baden, and Alsace dclcg'tacs withdrew, declaring the Berlin Council had adopted terrorism. The Baden repre--1 sentatives subsequently were induced to return. TENSION IN GERMANY EASIER. STABILITY OF ADMINISTRATION EXPECTED. Received 10.10 ajm. STOCKHOLM, Dec 4. Tension n Berlin is somewhat eased l as a result of the decision to convoke the National Assembly. Brauting telegraphed to Ebert approving .of the Assembly, and hoped it would produce a union of parties, and stability of administration meetings. Four thousand officers in Berlin, representing the non-coms, in the army and navy, passed a resolution declaring both services are determined to help the Government to combat Bolshevism.
