Captain Persius, in the “Tageblatt,” makes sensational revelations that only the mibty weather and von Seheer’s good leadership saved the whole ffieet from destruction at the Skaggerack, otherwise the British long-range guns would have smashed up the lighter Germans. As it was the German losses were enormous. By the beginning of 1918 twenty-three battleships were disarmed owing to scarcity of metal, !apd by the beginning of 1918 only Dreadnoughts and battle cruisers remained, the rest being -destroyed and the metal taken. Eighty-threp submarines were destroyed in October. In 1917 Germany had 146 submarines, in June, 1918 113, but only about 12 | per cent were actively engaged; 30 per cent of the submarines were in harbour. 38 per cent repairing, and 20 per cent Incapacitated. The crews were insufficiently trained, and it was very difficult to get the men during the last months. The seamen regarded the submarine campaign as political stupidity. When the ‘navy was ordered out for the second Skaggerack a mutiny broke out. If the seamen had obeyed innumerable lives would have been sacrificed.
