MERCHANT SHIPPING. AMERICA HEADS THE WORLD. Received 9.40 a.m. WASHINGTON, Nov 14. Austria has asked President Wilson to induce the Allies to modify the Turkish armistice conditions to allow Austro-Hungarians to remain in Turkey in view of famine at home. Mr. Schwab, in the course of a speech, said the Emergency Fleet Corporation will complete thirteen million tons of merchant shipping contracted for, which will give 'the United States the largest merchant marine in the world. He said, "We are not building for speed, but for economic permanency." Mr. Schwab announced that 500,000 tons of merchant shipping -were completed in October.
