GERMANY’S NAVAL FUTURE
WASHINGTON, Nov. 9. The New York “Times” commenting oh Germany’s naval future, says: Before the war the German Navy was superior to the American Navy. Since the United States entered the war, the increase in American construction, plus German naval losses, has made G'— many a third-rate power. It would seem more important to reduce the German Navy than to deprive Germany of her modern army. Germany’s navy is now stronger than before the war The world must destroy the threat of German worships in African and other ports.
