Received 9.15 a.m. LONDON, Nov 4. The Soviets’ official organ, “Zvesfa” has published a decree of the Vladimir Bolsheviks, establishing a Bureau of Free Love, at which girls over eighteen are obliged to register. The men are allowed to select their mates, whose consent is unnecessary. The children are to become State property. MORE BOLSHEVIK BARBARITIES. They impale their victims and cut off noses and . ears, and bury 6ome alive. Those spared are sent to concentration camps, "where they are brutally treated, and constantly liable to , assassination. Bolshevik" plunder and burn homes and terrorise whole districts. People are appealing for protection to the Regency Council. AUSTRIANS WITHDRAWN FROM POLAND. Received 1.10 p.m.
