REVOLT AT PRAGUE. A REPUBLIC DECLARED. SOLDIERS JOIN MOVEMENT. LONDON, October 30. The Czecho-Slovaks effected a bloodless coup d’etat at Prague, capital of Bohemia, and declared a republic. They seized all authority, and destroyed Imperial symbols. The commanders and staffs of the garrisons joined the new Government. GERMAN INFLUENCE IN PAdFIC. NOT WANTED BY SOUTH AMERICA.

Received 9.45 a.m. . NEW YORK, Oct 31. The New York Times’ Washington correspondent states it is learned through Latin-American sources that the West Coast Republics of South .America favour the elimination of the Gbrinan influence from the Pacific. Diplomatic representatives of the various American countries have expressed full approval of the Entente’s proposal to deprive Germany of her South Sea and Asiatic possessions, •thus preventing a renewal of the German Pacific menace. INDIAN INDUSTRIAL COMMISSION SIMLA, Oct 30. The report of the Industrial Commission, which has been sitting for two years, has been published. It states that the constructive proposals outlined are dependent upon the acceptance of the •'principles o that the Government must in future : play an active part in industrial development., and that the Government cannot aim dertake that part unless provided with : adequate administrative equipment. After referring to the : antiquated methods of agriculture, the report states that India possesses nearly i all the raw materials necessary for '-'the requirements of a -modern community, and it proceeds to. advocate the development of agriculture, coaly- oil, and other resources, also industrial methods on modern lines," an cl" the' extension of banking facilities to assist industrialists. It also "recommends the [ establishment of colleges for teaching | technical and commercial subjects. (The report says: The deficiencies jof India’s industrial system 1 renders her liable to foreign penetration in peace time, and to serious danger in war time. Her labour was inefficient, but was capable of vast improvement. A minute of dissent of,,Pandit Mohan ; Talaviyat, disapproves of the proposed industrial and scientific;...service as premature, and suggests an Imperial polytechnic institute for all India.

THE GOLD STANDARD. LONDON, Oct 30. The Cunliffe Committee’s interim report states that it is imperative that the conditions necessary for the maintenance of an effective gold standard should be restored without delay after the war. To effect this Government borrowing must cease. As soon as possible after the war machinery for making the bank rate effective must bo in working order. The issue of fiduciary notes should be limited by law as soon as practicable. Early resumption of the circulation of gold coin is not necessary or desirable, while the import of gold should be free from all restrictions. Export should be subject to the condition that such gold bullion has been obtained from the Bank lof England for the purpose. 'All countries’ gold reserves should be held by one central institution. All banks should transfer any gold they hold to the Bank of England.
