TALK OF PEACE MOVES. ",*v / LONDON, Oct 13. Swiss reports state that the new Turkish Government is prepared to open the Dardanelles as a guarantee of its readiness for peace. Surgeon-General Charles Ryan, A.I. F., of Melbourne, states that as an old friend of Tewfik Pasha, the new Turkish Grand Vizier, he feels convinced that Turkey will he out of the war very shortly. Tewfik is a and benevolent old man, an intense Anglophile, and a hater of Germany. Enver’s power has been rapidly declining, and the Sultan is beginning to stoutly assert his authority, German telegrams admit that grave events are impending in Austria-Hun-gary. Berlin regards the crisis as acute, and almost hopeless. AustroGerman societies are adopting a resolution demanding the formation of a separate Austro-German State in alliance with Germany rather than a separate peace. Count Apponyi, leader of the Hungarian Independents, publicly stated: “Don’t blame us for the fall of the dual monarchy. It has collapsed of itself.” Zurich messages report the probability of a dictatorship in Austria during the crisis, and the appointment of Count Karolyi to the dictatorship of Hungary.
