GERMAN RULE INDICTES.

A stern indictment of atrocittßs committed within the German sphere of influence was uttered by Herr Haase, of the Independent Socialist Party in the Reichstag, recently. He said:. "The affecting calls of the Armenians for help against the brutai deeds of violence of the Turks, who are aiming at their complete extermination; are unheeded. Their victims are numbered by hundreds of thousands. And then we have had the sad courage again to deliver up to the Turks the districts, of Batoum, Kars, and Ardahan. In {Livonia and Esthonia the German police force reigns as if it were a conquered country, and treats the people in the most arbitrary manner. The conditions obtaining at Riga absolutely cry out to Heaven. Ten year old boys have been condemned to long terms of imprisonment because they distributed proclamations. In the prisons the prisoners are tortured in a** way which recalls the worst times of Tsardom. The German military power has b&en everywhere active as the strarigler of the Russian revolution, and as the oppressor of freedom. In Finland the White Terror has Taged in a terrilre manner among the labour population If things go on in accordance with tiie will of our military autocracy Germany will be ruined unless the masses of the people at length comprehenc that they must themselves take the cause of peace in hand."
