This explains reduced drinking in Carlisle. In short, partial prohibition in the form of fewer hours has wiped out nearly two-thirds of the Drinking. Total Prohibition would complete the good work. Don’t be misled. Investigations into conditions at Annan revealed that the State Pub was making girls drunk as well as men and Sate Alcohol equalled Private Alcohol in its demoralising effects.
