TERROR ON THE RHINE. LONDON, Oct 2. The Press Bureau reports: A neutral returned from Germany states that there is wclespread terror oa the Rhine, owing to British raids. The central portion of Frankfort-on-Main station is so damaged that trains are unable to enter .but arrive and depart at an improvised wooden platform, at a distance from the station. GERMANY'S LOST COLONIES. AMSTERDAM, Oct 2. Dr. Solf ,lecturing at Munich, said the national importance of colonies could not be over-estimated. The present substitutes fo raw material were insufficient for peace time, German wool requirements alone meant th© product of fifty million sheep, which was practically impossible at home. Raw materials were Germany’s weak point in world economy, hence colonies must be retained to prevent commercial isolation. The policy of an open door must be one of the most important peace demands. The Imperial. Government adhered firmly to the demand for the return of the African and South Sea possessions, as well as fresh partitions of Africa so as to consolidate Germany’s scattered possessions. HUNS HAVE TROUBLE IN ALSACE A PROCLAMATION ISSUED. Received 11.35 a.m. BEENE, October 3. The German military authorities have issued a proclamation in Alsace drawing attention to nocturnal attacks on troop trains between Colmar and Mulho'use by pro-French civilians with rifles, and adds:—“lf, as hitherto, the authorities arc unable to discover the propetrators of such outrages reprisals hereafter will be carried out on the' whole population concerned.
