Ratifications of the treaty, extending for ten years the Anglo-American Arbitration Treaty have been formally exchanged with the State Department. AMERICAN SHIPBUILDING. Received 9.50 a.m. WASHINGTON, SepT 25. It is officially announced that thirteen ships of a total of 55,000 deadweight tons have been completed and delivered to the Emergency Fleet Corporation for the Tveek ending September 20, of which six are steel and seven wooden and composite structure. AMERICA BUILDING SHIPS FOR THE FUTURE Received 9.10 a.m. WASHINGTON, Sept. 25 Mr MeAdoo, in a speech, said the great sums expended by the United States in the war cannot be wholly for destructive purposes. "We are building," he said, "a great merchant marine, which, when completed, will be the laTgesftrinosT efficient, tand modern in the world." He urged rich and poor to buy bonds" for the purpose of assuring victory.
