LUDENDORFF IN DISFAVOUR MACKENSEN’S NAME MENTIONED Received 5.45 BERNE, September 22 There are persistent reports that Mackensen will shortly replace Ludendorff, and will attempt a new defensive plan.
RIOTS IN GERMANY. PALACE DOORS SMASHED. Received 8.45. AMSTERDAM, Sept. .22. Food rioters and strikers at Salzburg plundered the army commissariat, leading hotels, and provision shops destroying much property. They smashed the doors of the Government Palace; gensdarmes inside fired and killed several Government and municipal employees, who joined the strikers. The garrison was powerles or unwilling to restore order. SERIOUS PANIC IN METZ. INHABITANTS EFACUTE CITY. LONDON, Sept 21. The “Daily Telegraph’s” Milan correspondent says a Swiss message states that there is a serious panic at Metz. The inhabitants have begun
evacuation, despite the Governor’s, declaration exhorting calmness. The Governor adds: The authorities’ recommendation in favour of the evacuation .of the town and environs does not imply immediate danger. Never-, theless banks have transferred their funds and books to Karlsruhe. Some have entirely transferred their business thither. The public archives have been removed. Well-to-do people have gone. The military have made preparation to remove the entire population if necessary. The State-owned railway has been ordered to mobilise rolling stock for tbatpur'pose.
Continuous air raids intensify the prevailing alarm. The arrival of refugees at remoter towns has caused apprehension. Newspapers seek to allay alarm by stating that vigorous defensive measures have been planned.
