BOLSHEVIKS' TREATY WITH GERMANY. RED ARMY TO FIGHT THE ENTENTE. UKRAINE TO PAY PART OF THE PRICE. Received 9.25 a.m. WASHINGTON, Sept 10 The new treaty signed between Germany and the Bolsheviks provides that the Bolsheviks shall fight the Entente forces on condition that Germany guarantees no attack on Bolsheviks by the Finns. Germany, in return for six billion marks indemnity, part of which is payable in Ukraine commodities, guarantees the coastal fleets of both Russia and Flinlaiid now in Russian wafers shall remain unmolested; TERRIBLE HAPPENINGS IN RUSSIA. ORDERS TO KILL ALL BRITISH, FRENCH AND AMERICANS. IMPRISONED AND CONDEMNED TO DEATH WITHOUT TRIAL AMERICAN OFFCIAL'S NARRATIVE. Received 9- a.m. NEW YORK, Sept. 10.
Mr Rodgers Simmons, American Trade Commissioner cables the following "account of his experiences in Russia to the New York World, through Mr Arno Dosch Fleurot:—"l've just escaped from Russia after three weeks' imprisonment in Moscow. There was ,no accusation against me. I was starving to death; 'the Guards told me I was condemned to death. By bribing the guard, who communicated with the American and Swedish Consuls, my escape was made possible. While in prison I talked with dozens of men -condemned to death, they knew not why. Many of them were taken out •and did not return. I saw men ordered to bo shot for criticism of the Bolshevik commission." Mr Simmons was arrested at Volagda by order of the •B'olshevik Commissioner Kedroff. He proceeds: "Just before my arrest Kedroff ordered the working men and peasants to kill evey American, Englishman and Frenchman found in the White Sea region. My arrest followed, and I was kept in a railway prison car. From there I saw four hundred Kronstad sailors mutiny when offered the •ration of a quarter of a pound of bread daily. Two were shot dead. Mr Simmons says while in the prison cav he destroyed Mr Fleurot's despatches which the latter had given him |c send from Finland. "While the guard watched I managed to chew and tear the despatch until unrecognisable. The despatch criticised the Bolsheviks, and if found would have caused my death." Mr Simmons was later removed to Moscow and lodged in a prison fortress. "I spoke with scores of fellow prisoners, most of whom were condemned to death. They had not been tried jby jury, but w r e'rc •brought- before the Bolshevik Tribune, who, in a few minutes, sentenced the •victims.''
REIGN OF TERROR IN PETROGRAD THE CITY BURNING. Received 9 a.m. NEW YORK, Sept 10. It is rumoured that Petrograd has been given over to a reign of terror. Wholesale murders have been committed, and many parts of the city are burning. A SATISFACTORY SITUATION. Received 10.30 a.m. LONDON, Sept 11. Telegraphic communication has been opened between Vladivostock and Omsk, indicating that the Czecho Slovaks and fhe Allies control the entire distance.
