THE PEACE BY VICTORY ILLUSION. NO LONGER ENTERTAINED BY GERMANY. * ACUTE POLITICAL CRISIS LIKELY Received 9.5 a.m. NEW, YORK, Sept. 4. Mr. Cyril Brown says: The Gorman people realise that militarism’s superblow for peace by victory struck . in the west has completely failed, probably marking Germany’s last serious attempt to win a decision on the west front. The Gormans are beginning to fear a real war may break out again in Russia, and the spectre of two war fronts haunts them like a nightmare. People arc beginning to realise that Germany hasn’t a- in the world, and is also losing faith in the Hindonburg-Ludcndorff combination. People now understand something of the pace wherewith America is changing the balance of man-power against Germany. It is certain the more democratic representatives in the Reichstag will not knuckle down to the dictatorship of militarism much longer I anticipate that the aeutest interpolitical crisis in the war will occur in Germany .in the near future.
