ENEMY'S MAN POWER. CHANGES IN HIGH COMMAND. Received 11.35 a.m. LONDON, Sept 2. The facts ascertained regarding tile enemy’s man power show that there are 196 divisions on the Western front now as compared with 204 divisions when the offensive began.
