GREAT SHIPPING PROGRAMME. NEW YORK, August 23. Mr. J. Daniels, Secretary to the "United States Navy, speaking at a banquet in honour of Argentine and Brazilian Navies, said, "There will always be friendship between the Unit ed States, the Argentine, and Brazil. The United States will construct its navy until it is the greatest in the ;world. The United States does not want more territory but will continue sending ships Europeward until a just and lasting peace has been achieved. Admiral Mahan tells us that no nation has a great navy unless it has a great merchant marine. We shall have the latter large enough, so that our ships "Will sail to every port of South AmerJca."
