KAISER AND EMPEROR. AMSTERDAM, August 17. Ic is expected that decisions arrived at by the Kaiser and Emperor Karl in conference, will be announced in the Reichstag in a few days. Reports are current that Austria has agreed to send troops to the West front on ocnuiuon that Germany make a fresh and more modest peace offer, and also concedes certain Austrian demands relative to'Poland. A Berlin official message 'declares that the conference of Austro-German Emperors, statesmen and generals, at German headquarters, manifested com plete agreement on political and military tasks, and an identical interpre- [ tation of the alliance. Albert Metiu and General Pan, on route to discuss war questions with the Australian Government, were welcomed enthusiastically. M.
