EUSBIAN GHAOS. STOCKHOLM, Aug. 15. Armed bauds of peasants are marchin on Petrograd, clamouring for food. The Soviet Government issued a proclamation declaring the republic endangered. The Soviet authority is failing throughout Russia, and armed marauding peasant bands have gained the upper hand in may districts.' • Bolshevism is doomed, but it is impossible to forecast the form of government likely to emerge from the chaos. Russian Karalia is in a state of complete anarchy. Starvation and robbery are rife, and the whole population is armed in self-defence. ITALIAN CONTINGENT FOR SIBERIA. Received 11.45 a.m. MILAN, August 16. An Italian regiment which has arrived at Vladivostock consists of men from the unredeemed provinces prisonered by the Russians and interned | at Kersanoff. - ■ They began their pilgrimmage eastward in January, hoping to reach Italy. They reached Pekin and Tientsin, where they were fitted out for Siberia. GERMANS ARRESTING RUSSIANS. Received 11.45 a.m. PARIS, August 16. A Kieff message states the Germans are arresting workmen in masses, especially railway employees, and sending them to concentration camps at Beret and Byela.
