THE ARCHANGEL LANDING.
WELL-ORGANISED PLAN. WASHINGTON, August 10. The State Department has been officially informed that Lenin, in a speech, declared a state of war existed between Russia and the Allies. When the Allied Consuls in Moscow asked the Commissary for Foreign Affairs, M. Tchitchordii, for an explanation, the latter said Lenin meant Russia was in a state of defence regarding the Allies, but desire'd to continue relations with them as with Germany. The State Department has also received the official account of the landing .of Allied troops at ArcMngel. Prior to their arrival, Allied aeroplanes circled the city and droppea Allied propaganda literature. The Bolsheviks fled from the city, many escaping in house-boats up the river. The British, French and American Consuls were arrested prior to the Allied occupation of the city, but later were released. The. opinion is that if the Allied forces operating from Archangel continue in the direction of "Vologda entire, the northern territory, from Kola and Archangel to Vologda, will be lost to the Bolsheviks. Reuter learns that the Bolsheviks arrested Sir Robetr Loekhart, British Consul-General at Moscow, as a reprisal for the alleged firing upon Soviet members at Archangel. The Government has demanded Sir Robert Lockhart's release. It is believed the Anglo-French Consulate Staff were also arrested.
