There are indications that Germany is making desperate efforts to coerce Austria to help in France, soliciting neutral labour and assistance from Austria, Bulgaria, Turkey, and Russia, 1 with a view to freeing German workmen for military duty. Mr. Barnes, speaking at Cambridge, said he would include Germany in the League of Nations, because including her meant a revision of old dangers. Ho favoured the Entente taking the initial steps. He suggested an interAllied Hague Conference, including not only representatives of Governments, but representatives of the people. This Conference might revise the peace aims, and he was sure It would never include any country, except one, in actual warfare against the Allies. Such a conference would have; a great moral effect in Allied countries, and might induce the Germans to reconsider their world position witn their present taskmasters, , Mr. Barnes also suggests the creation, of commissions to investigate territorial adjustments, the limifhtion ,of. armaments and other matters.
