WASHINGTON, Aug. 2. > It is understood the War Departments object is to secure 5,000,0;00 men for the American army by April 1919, whereof 3,000,000 are for France. Now upwards of 1,300,000 Americans are in France or on route. The present monthly movement of troops to France is about 300,000.
