KILLING- GERMANS ALLIES’ SOLE OBJECT. WASHINGTON, July 31. General Payton C. Marsh, American chief of staff, in his weekly statement to the Press, says that the Allies’ sole object in the operations on the Marne i salient is . to kill as many Germans as possible. CONTROL OF TELEPHONES AND TELEGRAPHS. Received 8.55 a.m. WASHINGTON, August 1. The Government has assumed control of telephones and telegraphs as a war measure, and will be controlled by a Postal Department. Approximately 22,000,000 miles of telephone wire/ and 2,800,000 miles of telegraphs are affected. PREPARING FOR A LONG WAR. FOOD ADMINISTRATOR’S OPINION Received 11.35 a.m. WASHINGTON, August 1. Food Administrators, acting under engagement between France, Italy, and the United States have cabled to the United States Government from London: We cannot administer the food problem, on the basis of one year more of war. We must prepare for a long continuance to ensure absolute victory. The message adds: "While the increased production in the United States renders some relaxation of restrictions possible, yet it is necessary that rigid economy and elimination of waste be practised in the Allied countries and United States, j FOURTH LIBERTY LCAN CAM- i PAIGN. I Received 11.35 a.m. WASHINGTON, August 1. It is officially announced that the fourth Liberty Loan campaign will start on 2 f 'th September, and end cn 19th October, for not less than six billion dollars.
