GREAT BLAZE AT FEZ. THOUSAND SHOPS GUTTED. LONDON, July 18. Reuter's correspondent reports that a disastrous fire at Fez, the capital of Morocco, destroyed nine .thousand square yards of the centre of the commercial quarter of the city, gutting a thousand shops.

It is significant that the fire started during the feast of Ramadan, when eyerybody takes deep sleep. The fire was only stopped by dynamiting the surrounding buildings. EnbTmous stocks of silk, cotton, and other goods were destroyed. German incendiarism is suspected. AUSTRIA AND HUNGARY. WORKERS ON STRIKE. LONDON, July 2. 'An Amsterdam message states that it is reported from Vienna that last week 80,000 of the strikers were out in the capital and in Lower Austria, including workers in war industries, owing to the reduction of the bread ration. The strikers resumed' on the promise of increased wages until the new harvest.

The strike in Hungary was more stubborn owing to its political character. One hundred thousand struck as a protest against Count Tisza's policy. They demanded the resignation ofihe Government and the carrying out of the original electoral reform proposal. The Hague correspondent of the Times states that as illustrating the famine of textiles in Austria, a newclothing substitute, composed of pap~er and a modicum of cotton, is selling at 33s a yard.

The people of Vienna tramp in the country ,carrying knapsacks, seeking potatoes, which they dig up and buy eagerly at 3s a pound.

The Senate reporter was occupied the whole day reading a report which showed that Malvy helped and was aware in July, 1915, of the campaign conducted by Trotsky in Paris papers. Trotsky even then was in German pay. Malvy only signed the decree for Trotsky's expulsion in December, 1915. Even then Trotsky's accomplices were not expelled. The report says Malvy worked hand in hand with the worst type of anarchists and pacifists. EXCHANGE OF PRISONERS. LONDON, July 18. It is officially announced that Germany's ratification of the prisoners' agreement depends on a satisfactory settlement of the position of Germans in China. INTER-ALLIED ECONOMIC COMMISSION. AMSTERDAM, July 18. America, France, Italy and Britain are establishing an inter-Allied economic commission at The Hague to deal with work connected with the Netherlands exports and imports hitherto carried out by various legations.
