REPORTS OF AUSTRIAN SCANDALS DUE TO GERMAN AGENTS. Received 8.50 a,m, THE HAGUE, July 10. Reference to veiled stories of scandals in the Austrian Court arc reported from Vienna. The Emperor Karl has been accused of idleness and of neglecting State business, sharing the fondness of all young officers for drinking, music, and kindred amusements. The Empress has been reproached for meddling in State affairs. It is alleged that she or her mother revealed the plan of the Austrian offensive to the Italians. Loyal Austrians believe German agents circulated the latter charge. According to the Vienna correspondent of the “Tyde” the Empress frankly desires peace, but the accusation relating to the offeijfeive is monstrous, and the rumours affecting her morals is equally slanderous.
