THEIR TWELVE COMMANDMENTS AMSTERDAM, July 1. Pan-Germans continue to attack Kuhlmann, assisted by Ludendorff's influence. There is a great wave of Pan-Germanism in every direction. A typical episode is the issue, by Count von Boon, <a well-known member of the Prussian Upper House, of the socalled Twelve Commandments of PanGermanism: — (1) No armistice on sea or land until British troops are cleared out of France and Belgium, and the Germans are in Paris. (2) Annexation of Belgian for military and economic control, with the exception of Flanders, Germany will annex the coast to Calais. (3) Annexation of the Briey-Longwy region. (4) France to surrender Belfort, Toul and Verdun, and all territory in the east. (5) Return of German colonies. (6) England to surrender Gibraltar to Spain. (7) The whole B'ritish Navy to be surrendered to Germany. (S) England to return Egypt, with the Suez Canal, to Turkey. (9) Evacuation of Greece, and the restoration of Con3tantine. (10) Division of Serbia and Montenegro between Austra and Bulgaria. (11) Payment of an indemnity of nine thousand millions by America, England and France. (12) The occupation of French and Belgian territory to continue until the. agreement is carried out, the Allies, defraying the cost of the occupation.
