Mr H. It is the intention of the Borough Council to take legal proceedings against all persons whose cows and horses are found straying or at large in any street or public place within fho borough. The practice of some people making use of the public streets as a grazing paddock, especially at night, has become a public nuisance and a danger to pedestrians, and the Council has decided to put a stop to it .
