NEUTRALS AND THE DRAFT.

WASHINGTON, June 16

An amendment to the draft laws specifically exempting citizens of neutral countries has been found necessary The Senate leaders announced that a serious situation had arisen over the War Department construing the Draft Law to ouean that unless a neutral claims exemption when he registers he is not exempt afterwards. Many neutrals have been drafted and some killed. In so/me cases they protested after being called to service. Some of these protests found their way to their home governments, resulting in contention between the United States and certain neutrals, particularly Sweden Arrangements are being made for the necessary amendment of the law.
