SECOND CABINET FORMED. TO RELIEVE WAR CABINET. J Received 9.20 a.m. j LONDON, June 14 | The Daily Telegraph states it has been decided to establish a second or domestic Cabinet, to deal with purely home affairs, relieving the War Cabinet of overwhelming pressure and work \ The scheme will re-establish effective Cabinet control and secure co-ordination of the various services which are lacking under present conditions, also to supply driving power for measures of national welfare and deal with domestic problems in con-1 nection with the preapration for peace. Another important result will be to provide effective control of expenditure. A liason Minister co-or-dinating the action of the two Cabinets will be necessary. The post will naturally fall to Sir Geo. Cave,' who will make an excellent Minister for the purpose. The scheme means that the War Cabinet will become a real Tmp/flal Cabinet, forming the nucleus of any scheme of federation which may be eventually adopted.
