Received 3 0.20 a.m. MELBOURNE, this day. A fire destroyed the Australian Nail and Wire Company’s factory at the South Wharf. The damage is fifteen thousand. The Trades Hall Council has altered the rules governing strikes providing for discussion by representatives of all unions involved in industrial disputes in a council before a strike Is declared. The Council is also empowered to end a strike at any time.
