RUMANIA.

RUMANIA’S HUMILITION WASHINGTON, May 12. Official French dispatches state that information derived from Berlin stales that the terms of the Bucharest peace treaty give Germany control of Rumanian petroleum for the duration of the war.

■ GERMANY UNCHANGED. NO DESIRE FOR PEACE. LONDON, April 30. Lord Robert Cecil, Parliamentary Under-Secretary to the Foreign Office, in a speech at Hitchin, said that we had an indefinite' period of terrible, strenuous struggle before us. We must not underrate our enemies, who had the great advantages that came from 50 years preparation for war, a favourable geographical position, and united command. But the British, who had withstood the Germans for Tour years, had proved that Their valour was equal to the German Training, while recently our forces in France had been placed with the French armies under the command of that great soldier General Focffi

Lord Robert Cecil did hot think fnat the enemy’s formidable advantages would decide the battle in his favour, but we must not fall into the error of facile optimism. The Lichnowsky revelations and other things proved that Germany was absolutely unchanged. She strove to lull us to sleep by talk of peace while planning this attack; but now the battle had begun there was no talk of peace; Instead there was nothing but talk of German annexations, indemnities, the increase of powe’* of the German military cast, and the slavery of the rest of the world. We were fighting indubitably for the freedom of the world. Anyone who now said that the Germans desired to live at peace with their neighbours and were ready to make a just and righteous peace was indulging in voluntary self-deception.
