KAISER FILLED WITH JOY_ AMSTERDAM, May 10 The Kaiser telegraphed to General Hindenburg declaring the peace with Rumania fills him with pride and joy and ordering commemoration of the battle of Tannenberg, which saved East Prussia. BUCHAREST, May 10. The Roumanian Government, in a proclamation, announces the conclusion of peace, and states that the country re-enters a state of neutrality, and can now get to work removing the scars of war by consolidating the internal position.
