MUTINOUS AUSTRIAN'S. ARMY AND NAVY AFFECTED LONDON, May 1. The Central News Agency learns from a trustworthy source that the mutinous spirit in the Austrian Army has increased since the strike of January _ Only the Germans and Magyars retain their moral. The mutinies in the fleet were more serious than was disclosed in the Hungarian Parliament. A torpedoer left Cattaro and mysteriously disappeared. The Washington corespondent of the New York Times states that officials despatches received in France from Berne say that during the strike at Buda Pesth on April 22 more than 250,000 workmen .-.passed . a resolution against, the Government, which they decided to attempt -to. overthrow, because they were .not satisfied with the electoral reforms.

This effectively bars the masses of Slavs.
