The United Press Petrograd correspondent reports the Russians are preparing to re-enter the war. The plan of the Executive Council has been adopted for universal military training between the ages of sixteen and forty; conscription of all workers and peasants. Military experts and the best army officers are to be called into service. The plans are expected to furnish a large army in ten months. Allied representatives who attended the Council meeting of the Soviet Government are charged with aiming at their own preservation and not defending Russia, THE RUSSIAN SITUATION. IS MONARCHY TO BE RESTORED? LONDON, April 29. The German Government has taken up Swedish reports of disturbances in Petrograd and the restoration of the monarchy. Herr Bussehc, Foreign Undcr-Secreitaryt, has telegraphed to Herr Mirbach (Ambassador at Moscow), He mentions the Swedish reports, and says he has received a letter from Petrograd, dated April 13th, stating that, a monarchist pronunciation is imminent, and that Alexieff, Gutchkoff, Miliukoff and Eodzigko are in Petrograd. Herr Bussehe suggests that the reports are,not improbable, and asks for a telegraphic reply.
