MONEY TO BE CONSCRIPTED.
The nine and a half million War Loan has not been fully subscribed, and Sir Joseph Ward is notifying, per medium of newspapers, that it is the Government's intention to compel all those who have a taxable income of seven hundred pounds and over, to contribute in proportion to their riches. The Government is very considerate with those shirkers, there is a delicate handling that is not practiced in the taking of men for filling the trenches in France. The Government is issuing a caution to the money shirkers as though the very Act passed to compel all holders of riches to contribute was not sufficient caution to those duty-dodgers. However, on the principle that prevention is preferable to the punishment of crime, it is perhaps as well that a final warning, and opportunity should be given, such as will place shirkers beyond being sue-, cessful in 'establishing any plea of excuse or want ~of ■knowledge. The full amount, of the .loan- has not keen floated, and if thos£,.who have not yet done what they , should do in the next week, then compulsion will be used. In the meantime the Commissioner of Taxes is preparing a list of the men compulsion will affect for the use of the Minister. n '-
