SPLIT UP ON FINANCIAL QUESTION. ULSTER WANTS TO BE LEFT OUT Received 8.55 a.m. The Irish Convention's report has been issued. The majority favoured a constitution consisting of a Senate of 64 members and a House of Commons of 200. the Nationalists guaranteeing Unionists a 40 per cent, membership in the Commons, by nomination if necessary. The Ulsterites rejected nomination as regards TTlster. The Convention is spit up on the fiscal issue. The Ulsterites and Southern Unionists" insisted that full control of finance be left with the Imperial Parliament. An Ulster minority report desires the exclusion of the entire province from Home Rule.
