The new man-power Bill will include Ireland, but its enactment there will be suspended until the Irish Government approves.. Great English and American moral pressure will, be applied. The Irish Convention has concluded its deliberations after fifty-one sittings. ' NEW HOME BILL AN IRISH PARLIAMENT IN DUBLIN. Received 5.45 a.m. LONDON, April 9. The Daily Express- says the Home Rule Bill includes an Irish Parliament at Dublin, with responsible executive and military serviee, safeguards for Protestant minorities, no control of army or navy or foreign policy, new arrangement about customs. Univer' sal military service will be placed before the Irish people as a to self-government. ■ -
THE IRISH CONVENTION JUSTIFIED. Eeceived 8.45 a.m. LONDON, April 9. The Times understands the Government is of opinion that the report of the Irish Convention justifies the enactment of the scheme of an Irish Parliament. STATEMENT BY THE PREMIER. Eeceived 11 a.m. LONDON, April 9. Lloyd George has announced that it is impossible to omit Ireland from conscription in view of the Irish Convention, which has adopted by a majority. Therefore the Government ! was obliged to take the responsibility, of settling Home Rule. DILLONJTES FURIOUS AT CONSCRIPTION. Received 11.55 a.m. LONDON, April 9. The Dillonites are furious at the Government's decision with regard to conscription in Ireland.' It is expected some pacifists will support them, but the Labourites will wholeheartedly support the Government. The "Daily Chronicle" states the Irish Convention report contains recommendations, but it is understood it arrived at a considerable measure of agreement.
