LONDON, April 9. The Daily News' -Petrograd correspondent says the first act of the Japanese at Vladivostok was to proclaim that they do not recognise the Soviets' privileged classes. Germany has telegraphed to the Commissary of Foreign Affairs demanding the immediate disarmament of the Russian Fleet and the conclusion of the Russo-Ukranian peace.
