The Council of Commissaries have decided to introduce compulsory military service but this must be ratified by the Soviets. A United Press telegram from Petrograd states that trade between Ukraine and Germany is in full swing. Great stores of breadstuff's have been transported to Germany under German supervision. Finnish White Guards', officered by Germans, are moving towards the White Sea, with a view to cutting off the Murman railway, Bolsheviks and Anglo-French authorities l at Murmansk, have combined; with the approval of Trotsky, to defend the line, the Anglo-French agreeing to recognise the authority of the local Soviet and supply the requirements of the Red Army which is now forming. As the Archangel route will be blocked with ice during the next three months, the loss of the.Murman railway would leave PetroWid, surrounded by Germans on all sdjes .
