AUSTRIA'S SECRET OVERTURES

Mr. Bernstein, the New York Herald's Petrograd correspondent, learns that Austria asked England to negotiate separate peace with the Allies on October 3rd. England, after • having received the Allies' assent, asked for a statement of terms. Austria stated she wished to conduct secret negotiations apart from Germany, and said she would guarantee the status quo in Italy. The Russian Provisional Government was willing to negotiate, but meanwhile the Provisional Government was, deposed, and negotiations were dropped.
