ENEMY'S HANDICAP.
ROLLING STOCK WORN OUT BY LONG USAGE;
Although the French Army Staff is quite prepared for a German offensive whenever It may be launched, much doubt is expressed that any big operation will be attmepted this month at least. The German military plans cannot fail to be hindered by the transport difficulties, which are now very acute, writes the special Tncorrespondent of the Daily Chronicle. The railway rolling stock which the Germans used so lavishly during the first two years of the war is to a large extent worn out, and the erisis has become so grave that drastic measures for the restriction of passenger and goods traffic have had to be taken in Germany. The reinforcing of the German armies, already- concentrated on the Western front, therefore, cannot be effected rapidly. Military opinion here doubts the possibility of the Germans doing much more than equalling the infantry strength of the British and Americans, while the Homme Libre, M. Clemenceau's old paper, affirms that in artillery and aviation and in morale the allies hold the superiority.
