WASHINGTON, March 20.
Mr. Owen introduced a resolution in the Senate authorising the President to call a League of Allied Nations. He urged that the United States, England, France, Japan, Italy and China should draft a treaty stipulating the principles of international law. The League should require Germany to make- peace in 30 days or be isolated commercially for five years; and increasing the period of Germany long delays peace.
