Men and institutions fortunate enough to be '<»he owners an;! custodians oi : this country's concreted and material wealth will, next. Saturday, again be called upon to do their duty, their sacred, imperative duty, in lending to the Government -.sufficient of their savings and accumulations of money to enable it to persist, uhabatedly, in thp prosecution of this war for freedom that has been forced upon us by a marauding, murdering, plundering, enslaving people in central Europe. In the conduct of this struggle for freedom thero are two essentials, one of them the State has thought it necessary to conscript, 'the other has been left to voluntary exercise of duty. A great deal has been said about the .methodis adopted by Government in mobilising these two essentials of war, but the experience gained in floating the two previous war loans all tends to emphasise the wisdom of the Minister of Finance with respect to procuring war money. But , are Sir Joseph Ward's methods of gathering in money so very different from those Government found to be necessary in finding men? Voluntarism was first tried and so long as the necessary number of men were forthcoming nothing further was sought, but' when enlistments became so few that the country could not keep its compact with the Motherland, compulsory enlistment was forced upon us. So it is with money; so long as the money that is essential comes in voluntarily, it would be sheer lunacy to disorganise business by any other arrangement, but the law already provides that money .shall be taken from men compulsorily who will not lend it voluntarily. The gratifying success of previous war loans augurs well for the Over-flotation of the nine-and-a-half million loan, the prospectus of which will be printed in next Saturday's issuo of this journal. The money required must be forthcoming, 'the duty of providing it cannot be shirked. We know there are money-shirkers amongst us because the Minister of Finance has publicly seated the fact; i but he has also stated that a persistence in shirking will be met by the compulsory provisions of the law being set in motion. We do not think there is one money-shirker in this district, but should there be any, when their '.names arc m<ido available for publication they w'M. be given similar publicity to those of men who posted throughout the country as deserters. We feci quite sure, hovweWr, that « k an in o«r district is realising, his duty ia this war, and we are discussing M*e subject of coinpulsory investment ef money in war loans now with no thought of what we say reflecting in the slightest on any man in our district. We are 'faking it for granted that every man amongst us is loyally, patriotically, enthusiastically, "doing his bit," and w-o merely want to show that men In other parts will not be allowed to let all the onus of lending to the Government., fall solnly On willing, loyalty and patriotism. Tno prospectus of the third War Loan will bo commented upon when it comes to hand; this is merely a foreword so that all may be prepared for it on Saturday.
