Harbin reports states that General Seminog, the ' Cossack leader was obliged to retire, and has taken, up a position near the Manchuria station. The Chinese commander warned the Bolsheviks that invasion of Chinese territory would be regarded as an act of war. He declared that Seminoff's force represented the Russian Provisional Government, which it recognised.
