Rumania have led many German publicists to reframe the peace terms. Professor Haase outlines these terms: —Italy, as a punishment for her treachery must serve the Centrals economically for a number of years, cede territory to the Tagliamento, restore Tripoli to the Turks, and give Somaliland to Germany. France must pay two thousand million pounds indemnity, cede Verdun, Belfort, Longwy, Briey, the French slopes of the Vosges. the western portion of Morocco, part of the French Congo and Somaliland. Prince Loewenstein urges the necessity of Germany in demanding raw materials as an indemnity. Canada must jppply copper, cobalt, and leather; Australia, spelter, wool, grain and frozen meat; the other colonies, jute, oils, rubber, rice, tea; South Africa must supply gold; France give olive oil; Italy give 'vegetables, silk and hemp; Russia, wheat, flour, and platinum. Only in this way can the war he, made a source of blessing, and save the Germans from crushing taxation. Mass emigration compels these steps. If this opoprtunity is neglected there will never be another chance.
