EVACUATION OF PETROGRAD. GERMAN OCCUPATION LIKELY. PETROGRAD, March 8. The Council of the People's Commissaries decided to remove vernment to Moscow, and the evacuation is proceeding rapidly. The German occupation of Petrograd is considering likely, on the pretest of restoring order. Leninites, favouring ratification of the peace terms, are gaining ground. AUSTRIAN POLES MUTINY. A decision concernng the Japanese intervention in Siberia 'is expected this coming week. The United States will be notified should Japan decide to intervene. A Washington correspondent learns from an Entente diplomatic source that the Versailles War Council is dealing with the question of Japanese intervention The United Press Petrograd correspondent states Grand Duke Michael and other officers were arrested for alleged complicity in a plot to restore the monarchy. The same agency learns that Germany with the aid of Lenin, is endeavouring to cause an industrial revolution in the United States, France, Italy, and England. The correspondent adds that the Germans proposed to the Bolsheviks that German agents sailing Russian ships be sent to neutral countries mentioned to act as agitators. The attitude of the Russian Government has not been ascertained. GERMANISING RUSSIA. A NEW BAGDAD RAILWAY ROUTE. Received 8.40. LONDON, March 10.
